The key event of the second day of the forum of Russian stronghold cities, which is taking place in Minusinsk, was the plenary session "Stronghold settlement: man-society-state".

15.08.2025

The discussion was attended by federal experts, representatives of the executive and legislative authorities, the scientific and business community, and heads of Russian cities. The topics of discussion were the creation of conditions for the sustainability of the economy, infrastructure development, personnel training, and the formation of a comfortable and safe environment in the main cities of Russia.

According to the national project "Infrastructure for Life", the quality of the environment in the main settlements should increase by 30% by 2030 and by 60% by 2036. The list of 2,160 such settlements in Russia includes 29 cities and towns of the Krasnoyarsk Territory.

Svyatoslav Sorokin, Deputy Minister of Economic Development of the Russian Federation, noted that the list of key cities will change – the subjects make appropriate proposals, justifying this with promising investment projects and strong federal support.

Deputy Minister of Economic Development of the Russian Federation Svyatoslav Sorokin: "Currently, 2,160 support settlements are a priority for development until 2030-2036. We are combining federal support measures and encouraging the regions to use their resources. These territories should become attractive for living and working, and become drivers of the development of surrounding areas."

The participants of the plenary session noted: Each territory has its own characteristics – the economy, tourism, sports and culture are developing along different trajectories, but at the same time, cities are striving to preserve all the achievements that they have created in previous years. Moreover, it is necessary to create a clear structure of interaction between all levels of government, business and society.

Mikhail Kotyukov, the Governor of the Krasnoyarsk Territory, stressed that people should always be in the spotlight: "What needs to be done to make young people interested in staying in their hometown or returning to their hometown after graduating from university? Our goal is to scale successful practices, create points of attraction and prospects for self–realization. At the same time, it is impossible to allow a bias when all resources are concentrated only in strongholds to the detriment of other territories. We need to find a reasonable balance and synchronize the tasks of spatial development, national projects and local initiatives."

After the plenary session, round tables were held, the topics of which were: "My house is my support", "A city for people", "Economy of small towns", "A city where you want to live", "Municipal management teams".  The business program of the day ended with a final meeting, during which participants exchanged views on decisions taken during panel sessions, round tables and discussion platforms.
